Genesis Mission Summit 2026

This is the livestream of the Genesis Mission Annual Summit, held July 22, 2026 at the Capital Hilton in Washington, D.C. It's the U.S. Department of Energy's inaugural summit for the Genesis Mission — a national "AI for Science" initiative launched via a November 2025 executive order that aims to harness AI at scale to accelerate American scientific discovery across energy, biotech, health, defense, and space. The event brought together nearly 800 leaders from government, national labs, academia, and industry, featuring a technical keynote from DOE Under Secretary Darío Gil, science lightning talks, and an industry showcase connecting researchers with computing and AI resources.

Bills Passed

S.3597 - National Quantum Initiative Reauthorization Act of 2026

S.3597, the National Quantum Initiative Reauthorization Act of 2026, was introduced February 5, 2026 to extend and strengthen the U.S. government's commitment to quantum information science, engineering, and technology. Beyond reauthorizing the core program, it directs NASA to research quantum information science for space and aeronautics applications, mandates Comptroller General reviews to cut duplicative reporting and speed up researcher access to federal facilities, and addresses regulatory barriers to quantum development — while also terminating the National Nanotechnology Program.

S.579 - Department of Energy Quantum Leadership Act of 2025

S.579, the Department of Energy Quantum Leadership Act of 2025, modifies and reauthorizes DOE quantum research programs while establishing several new ones. It expands DOE's quantum information science research to cover broader engineering and technology development, requires the agency to launch an early-stage high-performance quantum computing R&D program, study supply chain needs, and create a university-led quantum workforce training program, and reauthorizes the National Quantum Information Science Research Centers and the Quantum User Expansion for Science and Technology program through FY2030. It also directs new research into quantum network/entanglement distribution protocols and room-temperature photon detectors, and establishes an instrumentation program to build domestic quantum supply chains and state-of-the-art laboratory infrastructure.

S.3312 - Quantum Readiness and Innovation Act of 2025

S.3312, the Quantum Readiness and Innovation Act of 2025, was introduced December 2, 2025 by Senator Peters (with Senator Blackburn) and referred to the Senate Commerce Committee. The bill directs the Director of the National Institute of Standards and Technology (NIST) to develop guidance for upgrading federal information systems to post-quantum cryptography, helping prepare the government's cybersecurity infrastructure for the eventual threat that sufficiently advanced quantum computers could pose to current encryption standards.

"ROUNDS INTRODUCES LEGISLATION TO BOLSTER NATIONAL SECURITY AND INNOVATION THROUGH QUANTUM TECHNOLOGIES"

Senators Mike Rounds (R-S.D.) and Richard Blumenthal (D-Conn.) introduced the National Quantum Readiness Acton July 28, 2026, which codifies two sections of Trump's June 2026 executive order on quantum innovation — directing the Department of War (Defense) to support quantum technology development and spur private-sector innovation for national security purposes. The bill requires the Secretary of Defense to identify at least three next-generation quantum sensor projects within 60 days of enactment, directs DoD, Commerce, Energy, and NSF to develop private-sector partnership plans (potentially via prize challenges or advance market commitments), and calls for expanding domestic access to quantum information science.

"LED BY YOUNG AND CANTWELL, NATIONAL QUANTUM INITIATIVE REAUTHORIZATION ACT UNANIMOUSLY PASSES COMMERCE COMMITTEE ON WORLD QUANTUM DAY"

This press release announces that the bipartisan National Quantum Initiative Reauthorization Act, led by Senators Todd Young (R-Ind.) and Maria Cantwell (D-Wash.) with 16 cosponsors, unanimously passed the Senate Commerce Committee on World Quantum Day (April 14, 2026). The bill extends the National Quantum Initiative by five years to December 2034, expands it to include NASA quantum research (satellite communications and sensing), creates new NIST and NSF quantum centers and workforce hubs, mandates an international cooperation strategy with allies, and directs Commerce to map and strengthen quantum supply-chain resilience — drawing praise from tech giants like IBM, Google, and Microsoft as essential to maintaining U.S. leadership against China.

"Bipartisan Bill Targets Cyber Threats to Electric Grid"

This article covers Senators Chris Coons (D-Del.) and Mike Rounds (R-S.D.) introducing the Quantum-GUARD Act(Quantum Grid Utility Assurance and Resilient Defense Act of 2026), bipartisan legislation aimed at protecting the U.S. electric grid from the emerging cybersecurity threat that advanced quantum computers pose to current encryption standards. The bill would direct the Federal Energy Regulatory Commission to factor quantum risks into grid reliability oversight, establish a DOE-led testing environment to help utilities transition to post-quantum cryptography, and require a study identifying quantum-related vulnerabilities across the bulk power system.

"Senate committee approves quantum reauthorization bill with 7 amendments"

On April 14, 2026, the Senate Commerce Committee advanced the National Quantum Initiative Reauthorization Act with seven added amendments, including three from Sen. Marsha Blackburn covering quantum manufacturing coordination, a public-private "sandbox" for near-term quantum applications, and a national cybersecurity migration strategy for post-quantum threats. Additional amendments from Sens. Duckworth, Hickenlooper, and Kim expanded support for quantum testbeds, research-resource access, coordination between quantum research centers and regional innovation hubs, and broader research into adjacent fields like materials science — with the bill now heading to the full Senate floor after drawing praise from industry leaders like D-Wave and lead sponsors Young and Cantwell.

"Bipartisan Bill Targets Quantum Cybersecurity Risks to U.S. Electric Grid"

This Quantum Insider article covers Senators Chris Coons (D-Del.) and Mike Rounds (R-S.D.) introducing the Quantum-GUARD Act, bipartisan legislation to protect the U.S. electric grid against the cybersecurity risks posed by advancing quantum computers, which could eventually break the encryption safeguarding critical infrastructure. The bill directs FERC to weigh quantum-related risks in its grid reliability oversight, establishes a DOE testing environment to help utilities adopt post-quantum cryptography, and requires a study of quantum vulnerabilities across IT and operational technology in the bulk electric power system. The legislation drew broad industry support, with groups like QED-C, the Quantum Industry Coalition, IonQ, and cybersecurity experts praising its focus on practical migration of deployed systems rather than just research.
